Morocco/Guelmim-Oued Noun: the Regional Development Plan, a "mobilizing, facilitating and motivating" framework (M. Sadiki)

The Regional Development Plan (PDR), which provides a forum for the convergence and integration of sectoral programs, is intended to be a "mobilizer, facilitator and incentive", said Mohamed Sadiki, Minister of Agriculture, Sea Fisheries, Rural Development and Water and Forests, on Friday in Guelmim.

This RDP crystallizes the result of Morocco's advanced regionalization process, intended as a comprehensive and structural reform that is aimed at all territorial players called upon to innovate, Mr. Sadiki emphasized at the "Investor Day" conference, organized on the initiative of the Guelmim-Oued Noun Regional Council, in collaboration with the International Finance Corporation (IFC). The aim is to put in place new mechanisms for the governance of territorial development in order to bring to maturity the dynamics of change underway, he argued, adding that this RDP must include the action and intervention plans of the players, harmonized between them.

It must be a basis for organizing regional cooperation between stakeholders to create added value at local level, explained the Minister, noting that cooperation within the RDP aims to exploit the region's potential and improve farm incomes.

In the vision of regional development, he said, it is essential to examine the constraints and difficulties on the one hand, and the potential and assets of the region on the other.

The governance of the two sectors is based on the Generation Green strategy for the agricultural sector and the Halieutis strategy for fisheries and aquaculture, he said, adding that the Generation Green approach is based on three dimensions: a territorial dimension, the value chain and the horizontal dimension.

Referring to sustainable agriculture, the Minister recalled the launch of innovative programs and the introduction of cutting-edge technologies to increase productivity while preserving the environment.

On the sidelines of the meeting, five agreements were signed as part of the program contract between the State and the Guelmim-Oued Noun region.

The first agreement, signed by Mr. Sadiki, the Wali of the Guelmim-Oued Noun region, Mohamed Najem Abhai, the President of the Regional Council, Mbarka Bouaida, and the Managing Director of the Agence nationale pour le développement des zones oasiennes et de l'arganierarganier, Ibrahim Hafidi, covers the implementation and support of a project to develop oasis areas and combat the frequent fires in the Guelmim-Oued Noun region.

The second agreement, part of a program to reduce spatial and social disparities in the region's rural areas, was initialled by the same signatories and aims to finance and complete the construction of a 27.8 km unclassified road.

The third agreement, signed by Mr. Sadiki, Mr. Abhai and Mme Bouaida, as well as the President of the Guelmim Communal Council, Hassan Talbi, concerns the construction and equipping of the region's wholesale fruit and vegetable market, while the fourth agreement is aimed at building and equipping the region's wholesale fruit and vegetable market.fourth agreement aims to build and equip four modern slaughterhouses in Guelmim, Sidi Ifni, Tan-Tan and Assa, in accordance with the specifications of the Office National de Sécurité Sanitaire des Produits Alimentaires (ONSSA).

The agreement was signed by Mr. Sadiki, Mr. Abhai and Mrs. Bouaida, as well as the presidents of the Guelmim, Sidi Ifni, Tan-Tan and Assa communes, to cover the needs of the communities concerned for high-quality meat.

The fifth agreement aims to develop aquaculture within the framework of the National Aquaculture Development Program, by granting loans to small businesses operating in this field.
